REQUEST FOR QUOTATION : BPAK071/P-II/3Q/06-25
CESVI is an international NGO headquartered in Italy that has been operating in Pakistan since 2005. CESVI is implementing humanitarian and development projects in Sindh, Punjab, and KP provinces in Pakistan. CESVI has its country office in Islamabad. CESVI is currently implementing an early recovery project funded by FCDO. The donor will establish the final amount of the grant and will liquidate it to CESVI on completion of the operation based on the expenses presented and declared eligible. No party other than CESVI shall derive any rights from the grant or have any claim to its proceeds. Under no circumstances or for no reason whatsoever will the donor program entertain any request for indemnity or payment directly submitted by CESVI contractors.
In our ongoing project, CESVI intends to a consultant (individual/firm) to conduct a study. Through this study, the BRAVE Programme seeks to enhance climate resilience by enabling climate-vulnerable communities and at-risk households to adopt diversified, climate-resilient livelihoods, supported by inclusive Climate Adaptation Forums implementing Climate Action Plans at local to district levels. In this context, the proposed assessment will analyze local market dynamics and priority value chains, particularly in agriculture, to identify demand-driven skills, inclusive and feasible livelihood opportunities, and market linkages that inform communities, partners, and policymakers to improve and sustain income generation.
Through this document, CESVI invites you to submit a financial proposal for the services detailed in Annexure-02 to the ToRs. Bidders are requested to submit the cost proposal in their own format with this RFQ.
Financial Offer:
The quotation must be duly signed, stamped, dated, and delivered in sealed envelopes before 1500 hrs on 29 December 2025, to the CESVI Country Office, 2nd Floor, 1-E (South) Jinnah Avenue, Islamabad. Bidders are requested to share the tax registration and company registration along with their quotations. Please include your company bank account details in the quotation.
Terms of Payment
Quoted prices must be inclusive of all taxes, any field work if required, and all applicable taxes. Payment will be made upon the complete delivery of the Study Report and its Final Acceptance by PC within 15 working days of the submission of the Report and invoice. Payments shall be made to the bank account specified on the invoice/offer. Tax will be deducted as per the government rule.
Awarding criteria
After receiving all the offers, the contracting authority will decide on the best offer according to the following criteria:
- Price 80%
- Previous Experience/Profile 20%
- Educational Background, Relevance of Work, through Academia/Universities, Research already done in the same field and category)
Applicable Law and settlement of disputes
The agreement shall, in all respects, be construed and interpreted in accordance with the local Law.
The Parties shall make every effort to settle amicably any dispute that may arise between them. Once a dispute has arisen, the Parties shall notify each other in writing of their positions on the dispute and any solution that they consider possible. If the amicable dispute-settlement procedure fails, the Parties will submit to the local Court.
Fraud & Corruption
Cesvi is committed to use the funds entrusted to it impartially, justly, and in accordance with the specified purposes. Personal relationships or personal advantages should not influence the decisions of Cesvi staff and other involved third parties.
In order to effectively prevent corruption and avoid any suspicion of corrupt behavior, Cesvi has developed a policy and a set of Guidelines for the prevention of Corruption and Fraud, which has to be respected by the employees of the organization as well as by other involved third parties, including suppliers.
Safeguarding
Cesvi has zero tolerance to any form of abuse and sexual exploitation as well as bullying and a range of non-sexual abuse of power perpetrated by Cesvi’s and partners’ and suppliers’ employees and related personnel against any individual regardless of age, gender, sexuality, disability, religion or ethnic origin.

- I am currently subject to an administrative penalty imposed by donor or have been listed by the donor as ineligible for participation in award procedures financed by donor´s money;
- I or any of my employees, associates or other persons related to them provided technical assistance to CESVI under that same procurement procedure.

CESVI invites quotations under a Three-Quotation (3Q) procedure from eligible and experienced firms and individual consultants for conducting a Market and Value Chain Assessment under the BRAVE Programme. The assignment will focus on analysing local market dynamics, identifying climate-resilient and inclusive livelihood opportunities, and proposing feasible value chains and market linkages, particularly within the agriculture sector.
Interested applicants are required to submit hard copies of their Financial Proposal, evidence of relevant previous work experience (reports, studies, or assignments of a similar nature), and CVs in case of individual consultants, or company registration and legal documents in case of firms, along with any other supporting credentials demonstrating experience in market systems, value chain analysis, livelihoods, climate resilience, and community-based development studies. Complete submissions must be delivered to the CESVI office as mentioned in the RFQ no later than 29 December 2025. Late or incomplete submissions will not be considered
