Role Overview

The Senior Coordinator serves as the primary operational focal person in the field and is responsible for the effective implementation of ECE classroom establishment in assigned districts and schools. The role entails proactive coordination, real-time problem-solving, and close supervision of field teams to ensure uninterrupted progress against approved milestones. Drawing on prior experience in ECE projects and established working relationships with District Education Offices, the incumbent is expected to operate one step ahead of implementation, anticipating risks, resolving bottlenecks early, and ensuring timely, compliant, and quality delivery of project outputs.

 

Key Responsibilities

  • Liaise with school administrators, head teachers, ECE teachers, contractors, vendors, and local authorities to ensure smooth project execution.
  • Lead the implementation of ECE classroom establishment in assigned districts and schools in line with the approved Detailed Implementation Plan (DIP).
  • Coordinate with Deputy Commissioners (DCs), District Police Officers (DPOs), District Education Officers (Male & Female), ADEOs, and district focal persons for facilitation and approvals.
  • Provide operational guidance and supervision to Field Coordinators and Field Facilitators; monitor performance and address implementation gaps.
  • Track progress against district- and school-level targets and ensure adherence to approved timelines.
  • Conduct joint field assessments to verify classroom suitability, readiness, and compliance with approved designs, specifications, and quality standards.
  • Supervise timely establishment, monitoring, handover, and completion certification of ECE classrooms, including obtaining completion certificates from DEOs.
  • Identify, validate, and report missing, damaged, or deficient ECE items for immediate rectification by vendors.
  • Lead responses to Third-Party Monitoring (TPM) observations and facilitate verification and close-out processes.
  • Maintain continuous coordination among schools, DEO offices, vendors, and project teams to prevent delays.
  • Act as the district-level troubleshooter, professionally resolving administrative, coordination, access, and conflict-related issues.
  • Anticipate implementation risks and bottlenecks and maintain a rolling risk and mitigation tracker.
  • Ensure proper documentation, including validation of field reports, monitoring checklists, photographs, case stories, and success narratives.
  • Submit district-wise and consolidated progress reports to the Project Manager, highlighting achievements, risks, and mitigation actions.
  • Ensure full compliance with government protocols, donor requirements, and Hashoo Foundation standards and policies.
  • Ensure proper use and management of project vehicles, equipment, and all soft and hard records.
  • Remain stationed in assigned districts until completion of all planned activities; extended field stays and night halts are mandatory where required.
  • Maintain a proactive, delivery-focused approach to ensure timely and quality completion of all assigned targets.

Qualifications & Experience

  • Master’s degree (minimum 16 years of education)
  • Minimum 07 years of relevant professional experience, preferably in:
  • Large-scale education or ECE projects
  • Social sector field operations
  • At least one large-scale project implementation
  • Proven experience working with district education departments
  • Demonstrated ability to manage multi-district targets and deliverables

 

Performance & Contractual Compliance

  • This is a high-accountability, time-bound role due to the project duration (06 months), wide geographic coverage (25 districts), and establishment of approximately 700 ECE classrooms.
  • The Senior Coordinator is directly accountable for delivery in assigned districts and schools.
  • Unsatisfactory performance, unprofessional conduct, or failure to meet approved milestones may result in immediate termination.
  • Termination may be initiated through a formal email from the Project Manager to the Director Programs & Partnerships.
  • No prior notice or grace period is required; the contract may be suspended with immediate effect.
  • Strict adherence to the DIP, milestones, timelines, and assigned targets is mandatory.
