Deliverables of the Consultant / Consultancy Firm

The selected consultant/firm will be responsible for producing the following deliverables as part of the Final Evaluation:

1. Inception Report

• Detailed evaluation design, sampling strategy, and methodology
• Final work plan and timeline

Draft data collection tools submitted for review and approval

2. Finalized Data Collection Tools

• Household survey questionnaires
• FGD guides and KII checklists
• Field-test results and revised tool
• ·
• 3. Complete Field Data Collection
• Data gathered from all sampled villages and respondents
• Gender-balanced participation and inclusion of vulnerable groups
• Daily monitoring and quality assurance procedures
• ·
• 4. Cleaned and Analyzed Data Set
• Complete cleaned quantitative and qualitative datasets
• Coding structure, data cleaning notes, and analysis summary
• ·
• 5. Draft Final Evaluation Report
• ·A comprehensive draft report including:
• Findings against OECD/DAC criteria
• Comparison of baseline vs end line results
• Case studies, success stories, and lessons learned
• Challenges, gaps, and practical recommendations
• All annexes: tools, photos (if applicable), FGD/KII summaries, sampling details, methodology, raw tables

• 6. Validation Presentation
•  Presentation of preliminary findings to Donors and Partners.

• 7. Incorporation of partner feedback
• Final Evaluation Report (Revised)
• Final report in both PDF and editable format
• All annexes and raw datasets handed over
• Final recommendations aligned with future programmatic need.

Required Qualification and expertise

The Evaluation firm or company shall have the following expertise:

• Relevant experience to evaluate the projects of emergencies, livelihoods and food security;
• Having experts who have Extensive expertise, knowledge, and experience in the field of food security and livelihood resilience;
• Proven expertise in applying OECD/DAC evaluation criteria and participatory approaches.
  • At least 7 to 10 years of experience in conducting project evaluations while working with international organizations and donors.
  • Excellent drafting of evaluation report writing.

Mode of Application:

By November 23, 2025, interested, qualified, and experienced individuals, groups of individuals, or firms must submit an Expression of Interest dossier via the provided Google Drive link.

In the expression of interest, there should be two offers: one technical and one financial.

Technical offer:

• The lead consultant's most recent CV, which highlights their qualifications and education
• A technical proposal that outlines the planned methodology and the materials required (maximum 3 pages). The technical proposal should highlight sample size calculation, sampling criteria and the quality of steps taken to ensure data quality. The composition of relevant team members (relevant technical background) to complete the project final evaluation.
• A report sample from a comparable project that illustrates the necessary knowledge and expertise, as well as a list of previous at least three evaluations conducted by the principal consultant/evaluator.
• Previous experience of conducting project final evaluations of German based donors.
• A list of all expenses expected to be incurred by the consultant including a daily rate. The detailed financial proposal highlighting the per day rate of team members completing this consultancy assignment.
