Under the overall supervision of the BRAVE Project Manager, and the direct supervision of the National Climate Resilience Field Officer (BRAVE Team Lead), the Senior Project Associate (CBDRM) will be responsible for coordinating the Community-Based Disaster Risk Management activities implemented by IOM under the BRAVE project, aimed at strengthening the Disaster Risk Management capacities of vulnerable target communities in Sindh. This includes helping local communities identify disaster risks, develop risk reduction plans, conducti preparedness training, and connect them to existing DRM structures and systems at Union Council and District level. The incumbent will collaborate closely with local authorities, community leaders, and partner organizations to support the integration of CBDRM activities into broader disaster resilience and development efforts.

It is expected that CBDRM activities will be implemented by an Implementing Partner (IP), in which case the incumbent’s primary task will be to coordinate and guide the activities of the Implementing Partner at field level. However, it is possible that IOM may choose to carry out some or all activities through direct implementation, in which case the incumbent will be responsible for supporting these activities at field level. The Responsibilities listed below are framed assuming implementation through an IP.

Responsibilities and Accountabilities

  1. Monitor, guide and support the IP in conducting CBDRM activities, including:
    1. Contributing to the development of CBDRM SOP, maintaining alignment with organizational DRR policies, international standards (e.g., SPHERE), and government disaster management frameworks.
    2. Contributing to the development of criteria for selecting target communities
    3. Identification of target communities
    4. Providing input to the Detailed Implementation Plan
    5. Coordinate the planning of operational activities on a weekly and monthly basis
    6. Conducting participatory risk assessments and contributing to the research and evaluation to support hazard mapping, as well as to the vulnerability and capacity analysis (VCA) with community members.
    7. Supporting the delivery of community training sessions on disaster preparedness, early warning systems, first aid, and evacuation planning.
    8. Conducting capacity building of community disaster management committees and local volunteer groups.
    9. Monitoring ongoing activities
  2. Monitor, guide and support the IP in conducting UC and District-level DRM activities, including:
    1. Supporting the mapping of existing institutional DRM structures in place and assessing their capacities through research, analysis, or surveys.
    2. Conducting capacity building sessions with government DRM teams and staff working in related fields.
    3. Facilitating the integration of CBDRM plans with local government disaster response plans.
  3. Support the IP in Stakeholder Coordination and Partnership Building, including:
    1. Maintaining relationships with key stakeholders at field level, including local government agencies, NGOs, and local leaders, to enhance collaborative disaster management efforts.
    2. Coordinating with partner organizations working in the same District/s to align CBDRM activities and share best practices.
  4. Provide technical guidance and capacity building to the IP CBDRM team
  5. Perform such other duties as may be assigned by your supervisor

Required Qualifications and Experience

EDUCATION

  • High school diploma with seven years of relevant experience; or,
  • Bachelor’s degree in Disaster management, Development Studies, Social Sciences, Engineering, Environmental Studies, Public Health or a related field from an accredited academic institution with Five years of relevant professional experience

EXPERIENCE

  • Minimum requirements:
    • Minimum of 3 years of experience supporting disaster risk reduction or community development activities, with specific experience in community-based disaster risk management.
    • Proven experience in participatory assessment, capacity-building training, and stakeholder engagement.
    • Field experience in supporting a humanitarian emergency or recovery environment
    • Experience working with the United Nations (UN) or International Organization or Non-Government Organization (NGO);
    • Good understanding of the existing DRM structures and systems at District and sub-District levels
  • Advantageous:
    • Experience with Early Recovery, Resilience Building, Climate Change Adaptation, Rural Development, WASH, Community Engagement or Protection programming.
    • Experience in Monitoring & Evaluation (M&E) activities.
    • Previous work experience in Sindh is an advantage.
    • Experience leading a team.

SKILLS

  • Strong facilitation and community mobilization skills.
  • Knowledge of CBDRM frameworks, SPHERE standards, and best practices.
  • Excellent interpersonal, communication, and report-writing skills.
  • Strong logistical and programmatic management and coordination skills.
  • Good understanding of gender/equality, protection and conflict mitigation issues.
  • Familiarity with the UN and donor programming environment.
  • Familiarity with MS Office software.
  • Good report writing and analytical skills, proficiency in written and spoken English;

Languages:

REQUIRED

For this position, fluency in English and Urdu is required (oral and written).

DESIRABLE

Working knowledge of Sindhi or other languages spoken in Northern Sindh is an advantage.
