POSITION SUMMARY:

The Section In charge is head of the litigation operations of the district office which includes programmatic implementation along with associated operational management. The position is the focal point of contact for all head office and senior management queries and other district level stakeholders. The position shall conduct the jail visits and shall be responsible for assessing the need and eligibility for legal aid as per organizational rules and policies and shall divide the case load between the regional team of advocates.

He/she will meet with jail authorities and other stakeholders to develop and sustain good working relations. Section Head will oversee the litigation work being conducted and shall manage and lead juniors and trainee advocates and will be responsible for ensuring the timely submission of progress reports on daily, monthly and quarterly basis. Section head is also responsible for maintaining receipts, vouchers and completing processes related to administrative tasks in close coordination with finance and Hr department and officials.

 

DUTIES AND RESPONSIBILITIES: 

Section In charge will be responsible for the implementation of all projects in their district as per work plan and shall be responsible for performing the following duties but shall not be limited to: 

  • Reviewing ongoing cases before courts in their district with a view to ensure expeditious disposal of the same through quality legal representation provided by the organisation
  • Advising the program department in the head office in Karachi of challenges at the district level from time to time and changes needed for effective program implementation  
  • Liaising with relevant departments to ensure that risks are minimized, and rapport is developed for effective implementation of program activities
  • Establishing effective contacts with stakeholders (government and non-government)
  • Undertaking regular visits to the field to support implementation and to conduct monitoring and evaluation
  • Following up on evaluation-based recommendations to ensure compliance with action plans and remedial measures
  • Updating the Litigation M& E Manager, Programme Manager and Associate Director with district level work progress
  • Providing data as requested by the Head office and various departments from time to time
  • Conducting training for district office staff to orient them and apprise them of developments in their working mandate
  • Continuously monitor compliance with statutory obligations and organizational policies  
  • Prepare monthly and quarterly reports relating to litigation and submitting them to the Head office as per stipulated deadlines
  • Facilitating and conducting various awareness-based clinics and trainings in close coordination with the program manager
  • Provide continuous leadership, supervision, training, and development to the district team to ensure dedication and motivation
  • Maintain all files regarding the cases current and disposed cases
  • Preparing in close coordination with the head office, the schedule of visits in Jail, DUA, CPU, NGOs or communities and Courts
  • Distributing case load between junior lawyers
  • Checking the court litigation files of current case load on quarterly basis by using a random sample of 25% of cases and reporting to the Litigation M & E Manager with the findings
  • Submitting appraisals of new staff after completion of the probation period
  • Conducting all tasks associated with fleet management, petty cash management and other administrative tasks.
  • Conducting internal monthly meetings and sharing minutes with head office
  • Conducting monthly meeting with jail authorities and sharing performance report
  • He/she should be bound to share minutes of meeting with relevant advocate and staff members. 
  • He/ she maintains file relates to litigation record along with disposal heard and soft copy.
  • All disposal files should be submitted to the Para-legal or litigation team leader, M&E
  • He/ she should maintain jail visit record as per schedule and in case of cancellation of a scheduled visit he/ she shall organise another visit in place
  • When advocate or any staff member absent or avails short leave/ full day leave section head is responsible to inform HR, & M& E officer and assign the cases to another advocate to ensure the case proceeds.
  • Provides guidance and advice to a staff of paralegals or legal assistants involved in prosecuting or defending lawsuits
  • He / she shall share all office memos and relevant correspondence with district office staff.
  • Perform any other official task assigned by Litigation M& E Manager / Program manager/ Associate Directors/ Executive Director

 Qualification & Experience:

  • Minimum Qualification (LLB with second class).
  • Minimum Experience (3 to 4 Years in related field).
  • High Court Enrollment with an experience of minimum 2 years.
  • Advance level English (reading, writing) and fluency in Urdu/Sindhi
  • Computer Skills (Proficiency in MS Office)
  • Ability to work independently.
  • Ability to lead the team.
  • Ability to work well in a team.
  • Ability to network and liaise with the community
  • Demonstrated flexibility, motivation, and maturity
  • Willingness to work and live in harsh conditions.
