Nutrition International (NI) is a Canada-based international organization that has been working in Pakistan since 2001. NI is implementing a country-wide large-scale food fortification (LSFF) Program in Pakistan with funding from Global Affairs Canada (GAC) and Bill and Melinda Gates Foundation (BMGF) to support the Government of Pakistan in its efforts to address micronutrient deficiencies among women, adolescent girls, and children under the age of five through the fortification of wheat flour and edible oil with essential vitamins and minerals.
NI supports the federal and provincial government departments, Food Authorities, and wheat flour and edible oil mills in implementing and enforcing food fortification interventions across all four provinces of Pakistan. This includes support at federal and provincial levels in creating an enabling environment for food fortification through the provision of technical support for drafting guidelines for mandatory food fortification, advocacy for regulatory guidance, and building the capacity of millers and government food regulatory bodies for enforcement of food fortification and its QAQC processes. Despite ongoing efforts, there is a recognized need to integrate food safety and product quality parameters into the existing fortification practices to ensure the fortified products meet both safety standard and nutritional requirements.
To build the capacity of edible oil and wheat flour mills on the basic food safety and quality parameters and to ensure the consumers get high-quality and fortified foods, NI intends to hire the services of consultant(s) to review the existing food safety protocols of the federal and provincial food authorities and integrate them into the existing learning resources.
This Request for Proposals (RFP) and particularly the Guidelines for Preparing Proposals that follow, are designed to help Respondents to produce proposals that are acceptable to the NI, and to ensure that all proposals are given equal consideration. It is essential, therefore, that Respondents provide the complete information that is requested, and in the formats and on the terms specified.
