Position Title: Manager Programs
Department: Programs
Location: Islamabad
Reports to: Chief Executive Officer

Grade: 14

 

Job Purpose:

The Manager Programs will lead the development and management of all projects and programs at Help in Need (HIN) in close coordination of the CEO and under strategic guidance of the Program Committee of the Board of Directors. The role is pivotal in building and maintaining relationships with donors and partners, supervising program staff, and representing HIN in various forums to promote the organization’s mission and values.

 

Key Responsibilities:

Program Development and Management

  1. Develop and manage all HIN projects and programs in alignment with organizational goals and donor compliance requirements.
  2. Ensure the successful delivery of programs within budget, scope, and timelines.
  3. Monitor and evaluate the effectiveness of programs, recommending improvements as necessary.
  4. Prepare and present comprehensive reports on program performance and outcomes.

Donor and Partner Relations

  1. Build and maintain strong relationships with donors, partners, and stakeholders to secure funding and ensure program sustainability.
  2. Identify and pursue fundraising opportunities to expand HIN’s programs and initiatives.
  3. Coordinate donor engagement activities, including proposal development, regular updates, and compliance reporting.

Staff Supervision and Development

  1. Supervise, coach, and mentor project and program team to enhance their skills and performance.
  2. Conduct regular team meetings to ensure alignment and effective communication.
  3. Foster a culture of accountability, transparency, and continuous learning within the programs team.

Representation and Advocacy

  1. Represent HIN in inter-NGO coordination meetings, cluster meetings, government departments, and other relevant forums at the national and provincial levels.
  2. Liaise with government officials, donors, UN agencies, NGOs, and the media to build and maintain a positive organizational image.
  3. Advocate for HIN’s mission and vision through effective communication and strategic engagement.

Administrative and Compliance Duties

  1. Ensure all records are maintained and stored in line with HIN’s document management and IT policies.
  2. Ensure compliance with all organizational policies, procedures, legal, and regulatory requirements.
  3. Participate in internal and external meetings, committees, projects, and assignments as required.
  4. Champion HIN’s values of Commitment, Transparency, Integrity, Impartiality, and Respect in all aspects of work.
  5. Perform any other duties commensurate with the responsibilities of the post.

 

Skills and Competencies:

Technical Skills

  • Strong knowledge of program design and management across the project and program management cycle
  • Proficiency in developing funding proposals and donor reporting.
  • Expertise in budgeting, financial management, and resource allocation.
  • Excellent understanding of the humanitarian and development sector, including government, donor, and UN agency structures.
  • Good understanding of project and program budgets and management of the finances in line with the organizational policies and processes.

  • Proven ability to lead, mentor, and manage diverse teams.
  • Exceptional interpersonal and communication skills to effectively engage with stakeholders.

Qualifications and Experience:

  1. Master’s degree in Development Studies, Social Sciences, Business Administration, or a related field.
  2. Minimum 07 years of experience in program management within the humanitarian or development sector.
  3. Proven track record of successful fundraising and donor engagement.
  4. Experience working with government agencies, donors, and international organizations.
  5. Excellent verbal and written communication skills in English; knowledge of local languages is an advantage.
  6. Proficiency in Microsoft Office Suite and other relevant software.
