Job Summary:

Under the supervision of the Head of Business Development, the primary role of the Proposal Development Manager is to identify and pursue business and proposal opportunities that drive organizational growth. This includes formulating and executing strategies to expand the organization's presence, enhance revenue streams, and develop sustainable partnerships. The manager will play a crucial role in researching market trends, developing competitive proposals, and building relationships with key donors to ensure the organization's long-term success.

Job Responsibilities:

1.     Identification of Potential Business Opportunities (Donor Mapping):

  • Donors Mapping to identify potential donors for potential partnership for the organizational growth in accordance with PMS country strategy.
  • Assist the Head of Business Development in Developing and implementing the country fundraising strategy of PMS in alignment with the organization's overall mission and objectives.
  • Assess the feasibility and profitability of potential ventures.
  • Establish a system for managing the contacts, information, and deadlines for each grant award and new fundraising opportunity.
2. Proposal Develeopment:
  • Lead in the development of concept notes and proposals as per the donors' requirements.
  • Lead in the development of the Theory of change and log frame as per donors’ requirements.
  • Ensure understanding of any implications, risks, and opportunities of institutional funding applications/awards.
  • Lead the expression of interest submission processes potential partnerships. 
  • Coordinate with project technical team for the budget preparation of proposals.
  • Ensure organizational knowledge management for the PMS growth.
  • Track all the potential grants and maintain the database for transparent record.
3. Planning Strategically:
  • Assist in the development and implementation of business development strategies aligned with organizational goals and Policy.
  • Develop detailed business plans for new initiatives, outlining objectives, timelines, and resource requirements.
  • Collaborate with senior leadership to identify opportunities for new programs and enhancements to the existing ones.
  • Identify, connect, and plan new opportunities and trends as per the Organizational Policy.
  • Participate in project kick off and closeout workshop for smooth start and closure of project.
4. Donor Relationship Management:
  • Build and maintain strong relationships with existing donors and partners.
  • Lead the due diligence process on behalf of PMS.
  • Cultivate new relationships with key stakeholders, customers, and industry influencers.
  • Participation in fundraising events and reporting back to the Management.
  • Collaborate with cross-functional teams to ensure alignment with client needs and organizational capabilities.
5. Collboration, Coordination, Cross-Functional Collaboration:
  • Cross-functioning with the team, including finance, operations, procurement, MEAL, Business Development, thematic lead, and other relevant departments, to ensure successful program development, planning, and implementation.
  • Foster collaboration and communication to address challenges and facilitate a smooth program development process.
  • Collaborate with internal teams, including Program, MEAL, Operations, and others to ensure a cohesive approach to business development.
  • Coordinate with external partners and stakeholders to maximize collaborative opportunities.
  • Ensure all relevant team members are fully briefed on the terms and conditions of donor grant agreements/contracts, including key deadlines.

 6. Reporting:

  • Assist in preparing regular reports for leadership, highlighting key performance indicators and progress toward business development goals.
  • Prepare the situation report in case of any emergency for donor situational awareness.
  • Prepare statistical analysis reports when required.
  • Ensure reporting requirements for all institutional donors are met and reports are completed to deadlines.
  • Review and finalize the donor report.
  • Any other report asked by the line manager/management.

Job Specifications:

Education:

  •    Master’s Degree in Business Management, English, Social Science, International Relations or any relevant field.

Work Experience:

  • Minimum 5- 6 years of experience in program/proposal designing and development.
  • Minimum 3-4 years of experience with EU and ECHO proposal development.
  • Experience with UN intuitional proposal development will be an asset.
