Position Objectives:

To lead the establishment and strengthening of Resource Mobilization and Partnerships at the Pakistan Red Crescent Society by building foundational systems, generating evidence-based insights, and shaping a strategic, sustainable RM function with a strong focus on national and local resource mobilization. The role will design and implement a comprehensive resource mobilization and partnership strategy, securing diversified and sustainable funding from institutional donors, governments, private sector, foundations, and individuals.

 

Acting as a strategic advisor to senior leadership, the position will guide key analytical processes—including financial analysis, market and donor landscape assessments, and perception studies—to inform decision-making and enhance organizational positioning. The role will also foster strategic partnerships, strengthen credibility with stakeholders, and lay the groundwork for a high-performing RM function aligned with PRCS priorities and IFRC frameworks, ensuring long-term financial sustainability and increased humanitarian impact.

Specific Duties, Responsibilities, and Accountabilities:

Lead the establishment and operationalization of the Resource Mobilization (RM) and Partnerships function at PRCS, including defining priorities, systems, processes, and a phased departmental structure.

Serve as a strategic advisor to PRCS management and leadership on financial sustainability, resource mobilization priorities, and investment decisions based on evidence, analysis, and emerging opportunities.

Guide the development and implementation of a comprehensive, evidence-based Resource Mobilization and Partnerships Strategy and action plan aligned with PRCS priorities and IFRC Financial Sustainability Framework through consultative processes and validation building on expertise in the Movement.

Coordinate and oversee key analytical processes—through relevant consultants—including financial analysis, donor and market landscape assessments, funding trend analysis, donor intelligence mapping, and perception studies, ensuring actionable recommendations to inform donor engagement, positioning, and resource mobilization priorities.

Analyse PRCS’s financial landscape (income streams, cost structures, funding gaps, assets, and risks) to inform sustainability planning, strategic decisions, and resource allocation, building on consultancy findings and recommendations.

Proactively identify, establish, nurture, and manage strategic, long-term partnerships and funding opportunities with key stakeholders – emphasizing national and local stakeholders – including :

  • Corporate sector (national and multinational companies for CSR partnerships, cause-related marketing, employee giving, and in-kind contributions)
  • Government entities (relevant federal and provincial ministries)
  • Foundations (local, national and international philanthropic organizations)
  • Movement partners (IFRC, ICRC, and Partner National Societies)
  • Institutional donors (UN agencies such as UNHCR, UNICEF, WFP, WHO; ECHO; USAID/BHA; FCDO; EU; and other bilateral and multilateral donors)

Lead the development and submission of high-quality funding proposals, concept notes, and partnership packages aligned with donor priorities and PRCS strategic objectives.

Strengthen PRCS engagement with the private sector, including CSR partnerships, strategic alliances, sponsorships, and long-term collaboration models.

Enhance PRCS fundraising base through innovative approaches, including digital fundraising, public campaigns, and individual giving mechanisms.

Position PRCS as a credible and competitive humanitarian actor by strengthening donor engagement, external visibility, and institutional reputation, including supporting participation in high-level meetings, donor conferences, and networking events.

Establish and strengthen RM systems and tools, including donor mapping, pipeline development, CRM/database systems, reporting, and performance tracking mechanisms.

Ensure effective coordination between National Headquarters and Provincial/District branches to promote a unified “One PRCS” approach to resource mobilization and partnership development.

Strengthen and coordinate engagement with Movement partners (IFRC, ICRC, Partner National Societies) and external stakeholders to mobilize technical and financial support, ensuring alignment and complementarity of efforts.

Build internal capacity for resource mobilization by supporting staff, facilitating learning, mentoring teams, and embedding RM practices across PRCS departments.

Support the implementation of the multiyear National Society Investment Alliance Accelerator project, providing technical guidance to ensure sustainability, income generation, and future business planning; and perform any other tasks as assigned by the Secretary General PRCS.

 Required Qualification

 

 A university degree in Business Administration, Economics, Finance, Marketing, International Development, or a related field is required. A master’s degree or equivalent professional qualification in a relevant discipline will be an added advantage. Candidates with specialized training in fundraising, partnerships, or organizational development will be preferred.

 Required Experience

 

  • Minimum 8–10 years of progressively responsible experience in resource mobilization, fundraising, partnerships, business development, or strategic planning within the humanitarian or development sector (Required)
  • Demonstrated experience in leading or contributing to strategic processes, including development of strategies, studies, programme design, or organizational strengthening initiatives (Required)
  • Proven ability to engage and manage diverse stakeholders, including donors, partners, government entities, and private sector actors (Required)
  • Strong understanding of the Red Cross Red Crescent Movement, IFRC systems, and humanitarian financing landscape (Preferred)
  • Experience working with National Societies, IFRC, ICRC, INGOs, or multilateral organizations, particularly in resource mobilization or partnerships roles (Preferred)
  • Experience in domestic resource mobilization, corporate partnerships, private sector engagement, and diversification of funding streams in comparable contexts (Preferred)
  • Strong understanding of Pakistan’s philanthropic and fundraising landscape, with demonstrated ability to identify, access, and mobilize domestic resources through innovative approaches, high-net-worth individuals, corporate giving, and public fundraising channels (Preferred)

 Age Limit:  upto 50 years 

 Travelling: As per job requirement travel across Pakistan will be required to engage with PRCS National Headquarters, Provincial, and District branches, ensuring alignment of resource mobilization efforts and supporting coordination and capacity strengthening at all levels.
