Job Summary  

The Emergency WASH Response in Sindh is a donor-funded project implemented by CRS in Sujawal to restore and strengthen safe water, sanitation, and hygiene services in disaster-affected communities. The project focuses on rehabilitating climate-resilient water systems, improving school WASH facilities, and promoting essential hygiene practices through community engagement. It also supports water quality monitoring and community-based management to ensure sustainability, while working closely with government and partners to reduce public health risks and enhance resilience in flood-prone areas.

For this implementation, CRS is seeking Project Coordinator/Officer Manager, who will support the planning, implementation, and management of integrated development projects, ensuring quality delivery across sectors such as infrastructure  and WASH. The role involves providing technical guidance, coordinating with partners and stakeholders, and strengthening local capacities to enhance community resilience and sustainability. The Project Coordinator/Office Manager will also support MEAL processes, promote integrated and people-centered approaches, and contribute to continuous improvement of program quality and impact through effective coordination and capacity building. 

Roles and Key Responsibilities: 

  • Support the Project Manager in planning, coordinating, implementing, monitoring, and reporting project activities in accordance with CRS program quality standards, donor requirements, and approved work plans.
  • Coordinate with project staff, partners, government departments, community institutions, and other stakeholders to ensure effective implementation, strengthen collaboration, and maximize project impact.
  • Serve as the primary liaison between the project team and local stakeholders, facilitating communication, engagement, and mobilization of communities and relevant actors.
  • Monitor project implementation through regular field visits and site inspections to ensure activities are delivered on time, within scope, and in compliance with established technical standards and procedures.
  • Support the design and delivery of capacity strengthening initiatives for project staff, partners, local authorities, and community institutions to enhance implementation quality and sustainability.
  • Provide technical and coordination support for activities related to climate and disaster resilient infrastructure, WASH, socio-economic resilience, environmental sustainability, and local preparedness and response capacity.
  • Ensure project interventions are aligned with approved targets, indicators, and MEAL frameworks. Utilize project data and learning to improve performance, accountability, gender responsiveness, and overall program effectiveness.
  • Promote a culture of learning, adaptive management, and continuous improvement by analyzing project performance data, documenting lessons learned, identifying implementation challenges, and supporting timely corrective actions.
  • Collaborate with the Project Manager to identify staff capacity gaps and coordinate technical assistance and professional development opportunities to strengthen project delivery.
  • Support the integration of gender equality, social inclusion, youth engagement, and community participation across all project interventions.
  • Lead or support stakeholder mapping, analysis, and engagement processes to identify opportunities for collaboration, influence, scaling, and sustainability of project approaches and innovations.
  • Compile and document project achievements, best practices, lessons learned, case studies, and evidence of impact for reporting, knowledge sharing, and engagement with donors, government counterparts, and sector stakeholders.
  • Ensure project records, technical documents, reports, and supporting files are complete, accurate, and maintained in compliance with CRS and donor requirements.
  • Support data collection, verification, analysis, and reporting processes to ensure timely and high-quality project reporting and decision-making.
  • Coordinate logistical, administrative, and operational support required for project implementation, including meetings, workshops, trainings, field visits, and stakeholder events.
  • Oversee day-to-day office administration and ensure compliance with organizational policies, operational procedures, and administrative requirements.
  • Perform any other duties assigned by the Project Manager to support successful project implementation and organizational objectives.  

Basic Qualifications 

  • Bachelor's Degree required in social sciences/development studies/DRR, or other related field required.
  • Minimum of 4 years of work experience in project support, ideally in the field of community-based development projects i.e. Community Infrastructure, WASH and DRR, preferably with an international organization. Additional experience may substitute for some education.
  • Practical experience of engaging in all phases of project cycle (design, start up, implementation, evaluation and close out) as well as team management, budget management etc.
  • Demonstrated ability to engage and mobilize diverse partners including the private sector, develop strategic partnerships and stakeholder networks, and communicate, and coordinate among key stakeholders.

Preferred Qualifications:

  • Experience working with partners, participatory action planning and community engagement.
  • Staff supervision experience a plus.
  • Experience monitoring projects and collecting relevant data.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Required Languages - Required proficiency in written and speaking in English, Urdu, and Sindhi. 

Travel – The position will be based in Sujawal, Sindh and must be willing and able to travel to Karachi, Islamabad and other program areas in the country where applicable.
