Job Overview/Summary.
The District Coordinator is a district-level leadership and management position responsible for the overall governance, planning, coordination, compliance oversight, and quality assurance of the project “Integration of Vaccination Services at PHC Level Leveraging Existing Operational Sites” in District Jhal Magsi.
Within this framework, the District Coordinator is responsible for district-level planning and institutional coordination, managerial supervision of Project Officers, and ensuring financial and programmatic compliance, risk management, and consolidated reporting. The role ensures that all project components—including government coordination mechanisms, community engagement strategies, vaccination outreach approaches, and monitoring frameworks—are implemented in full compliance with the approved proposal, donor requirements, procurement thresholds, reporting timelines, and audit standards.
The District Coordinator does not engage in routine field implementation or daily supervision of community-level activities. All tehsil-level execution—including awareness sessions, vaccination camps, mobilization activities, attendance verification, and routine monitoring—is the exclusive responsibility of Project Officers, who report directly to the District Coordinator. The District Coordinator’s engagement with field implementation is limited to strategic oversight, performancereview, validation of consolidated data, and resolution of escalated operational or compliance issues.
As the official district focal point, the District Coordinator leads formal engagement with district administration and relevant health authorities, ensures alignment with district vaccination priorities, secures necessary approvals, and represents the project in district-level coordination forums. Internally, the position provides the administrative, managerial, and compliance backbone required to manage donor disbursement conditions, reporting milestones, procurement oversight, and audit preparedness, without assuming operational responsibilities assigned to tehsil-based staff.
Overall, the District Coordinator ensures strategic coherence, accountability, regulatory compliance, and effective stewardship of project resources at district level, while maintaining a clear functional separation from day-to-day tehsil operations and community mobilization, thereby.
Major Responsibilities
• Operates exclusively at district level, with responsibility for overall project planning, coordination,
oversight, and performance management.
• Leads district-level planning, implementation oversight, monitoring, coordination, and reporting
for all approved project activities.
• Reviews, approves, and oversees district and tehsil work plans, ensuring alignment with project
objectives, demand generation priorities, and response strategies.
• Provides managerial supervision to Project Officers, including task assignment, performance
review, guidance, and problem-solving support.
• Serves as the official district focal point for the project, representing the organization in all
district-level forums and engagements.
• Leads and facilitates district-level coordination and engagement meetings, including those
involving elected representatives, community elders, and other relevant stakeholders, with
a particular focus on demand generation and community support for vaccination services.
• Oversees district-level implementation progress, reviews field data, reports, Means of Verification
(MOVs), and other documentation submitted by Project Officers.
• Ensures timely, accurate, and compliant reporting to the supervisor and donors, including
progress reports, data summaries, and narrative updates.
• Oversees monitoring of project databases, reporting tools, and field activity records, ensuring
data quality, completeness, and consistency.
• Leads district-level troubleshooting and response coordination, addressing operational,
compliance, or performance issues escalated by Project Officers.
• Oversees and guides district-level social media and digital engagement activities related to
awareness, demand generation, and response communication, in line with approved
communication protocols.
• Conducting Advocacy events at tehsil level and reporting of activity.
• Coordination with Social media influencers and Management of Social media activities.
B. Supervision & Team Management
• Provide managerial supervision and guidance to Project Officers, ensuring clear task allocation, performance monitoring, and adherence to project standards.
• Review and validate daily, weekly, and monthly reports submitted by Project Officers, including field activity summaries, data, and Means of Verification (MOVs).
• Identify performance gaps or operational challenges at tehsil level and provide structured feedback, corrective guidance, and escalation when required.
• Ensure Project Officers adhere strictly to their defined scope, responsibilities, and operational boundaries, preventing duplication of district-level functions.
• Handle day-to-day troubleshooting for operational, field, or coordination issues escalated by Project Officers.
• Oversee office management, including scheduling, record-keeping, and internal administrative coordination.
• Supervise and coordinate district-level logistics arrangements for tehsil teams, community sessions, and vaccination outreach activities.
• Manage, approve, and share daily attendance records of Project Officers and other district-level staff with HR for compliance and payroll purposes.
C. Stakeholder & Government Coordination
• Act as the primary district-level liaison with government authorities, health departments, and other key stakeholders.
• Represent the project in district-level coordination meetings, forums, and review sessions.
• Ensure project activities are aligned with district vaccination priorities and health plans.
• Secure official permissions, endorsements, and coordination mechanisms required for district-level implementation.
• Facilitate engagement with community leadership (elected representatives, community elders) at strategic, district-level forums, without conducting tehsil-level community mobilization.
D. Quality Assurance & Compliance
• Ensure overall compliance with project SOPs, donor requirements, child safeguarding and PSEA policies, and gender/inclusion standards.
• Conduct periodic oversight field visits to validate implementation quality, without engaging in daily supervision.
• Address systemic or escalated issues identified by Project Officers or through district monitoring.
• Support district-level preparations for audits, evaluations, and donor compliance reviews.
E. Reporting, Documentation & Donor Liaison
• Prepare consolidated district-level progress and performance reports for submission to Project Manager and donors.
• Validate, synthesize, and ensure accuracy of data, field reports, and Means of Verification (MOVs) submitted by Project Officers.
• Support quarterly, six-monthly, and final reporting in accordance with donor requirements.
• Facilitate district-level audit, evaluation, and review processes as required by donors or head office.
F. Risk Management & Problem Resolution
• Identify district-level risks, delays, or compliance issues that may impact project delivery.
• Take decisions to resolve operational bottlenecks or escalate critical issues to senior management.
• Ensure corrective actions are communicated effectively and implemented through Project Officers.
• Monitor overall district-level performance and operational integrity to mitigate potential risks.

Job Specification:
Education & Experience:

Master’s degree in public health, Social Sciences, Development Studies, or a related field
• 5–8 years of progressively responsible experience in development or humanitarian programs
• Proven experience in district-level coordination, government liaison, and project oversigh
