Overview:

Jhpiego is an international non-profit health organization affiliated with The Johns Hopkins University, USA. For over 50 years and across more than 150 countries, Jhpiego has worked to improve the health of women and families by strengthening health systems and building local capacity.

In Pakistan, Jhpiego is supporting the Government of Pakistan, through the Federal Directorate of Immunization and provincial EPIs, in the introduction and scale-up of the Human Papillomavirus (HPV) vaccine under Gavi-supported initiatives. As part of ongoing efforts, there is a critical need to strengthen institutional mechanisms for both:

  • Education sector engagement (particularly for school-based HPV vaccine delivery and routinization)
  • Civil Society Organization (CSO) engagement for community mobilization and demand generation

While both areas are recognized as essential, systemic gaps persist, including:

  • Absence of standardized SOPs and operational guidance for health–education coordination
  • Lack of clearly defined roles and responsibilities for education actors (e.g., DEOs, school administrators, teachers)
  • Limited institutionalization of CSO engagement within immunization systems
  • Fragmented and non-endorsed materials for CSO-led demand generation

To address these gaps, Jhpiego seeks to engage a senior-level consultant to develop, validate, and support the institutionalization of SOPs, guidelines, and operational frameworks for both the education sector and CSO engagement within national and provincial immunization systems.

Responsibilities:

Assignment Period:

This deliverable-based assignment will span five months from June–November 2026.

Purpose:

The purpose of this assignment is to:

  • Develop structured, standardized, and government-endorsed SOPs, guidelines, and operational frameworks for education sector engagement in immunization
  • Develop and institutionalize CSO engagement frameworks and capacity-building packages
  • Support consultative processes, validation, and formal endorsement with government stakeholders
  • Ensure practical usability and alignment with national and provincial immunization systems

Specific Objectives:

  1. Develop SOPs, implementation guidance, and role clarity frameworks for education sector engagement in HPV vaccination (campaign and routine).
  2. Define institutional roles and coordination mechanisms between health and education sectors.
  3. Develop and standardize CSO engagement frameworks and manuals for demand generation and community mobilization.
  4. Facilitate stakeholder consultations and validation processes across federal and provincial levels.
  5. Support formal review, endorsement, and institutionalization of developed materials.
  6. Develop orientation/ToT packages to support initial rollout and uptake of materials.

Scope of Work:

The consultant will lead two interlinked workstreams:

1. Education Sector Institutionalization (Primary Focus):

The consultant will support the development of structured and institutionalized mechanisms for engaging the education sector in immunization.

Key responsibilities include:

  • Conduct stakeholder mapping across federal and provincial education systems (including public and private sectors)
  • Facilitate consultations between health and education stakeholders to define coordination structures
  • Develop SOPs and implementation guidance, including:
    • Coordination mechanisms between health and education departments
    • Roles and responsibilities of DEOs, school administrators, teachers, and private sector actors
    • School engagement processes (planning, consent, communication, vaccination day protocols)
  • Develop a school engagement framework adaptable across provinces
  • Support iterative validation through consultations and technical reviews
  • Support formal government review, endorsement, and institutionalization processes
  • Develop and support orientation sessions for DEOs on finalized SOPs

2. CSO Institutionalization and Capacity Strengthening:

The consultant will support strengthening and institutionalizing CSO engagement for immunization demand generation.

Key responsibilities include:

  • Review and refine existing CSO materials (avoid duplicative development)
  • Integrate learning on misinformation, gender, and trust into revised materials
  • Develop a standardized CSO engagement framework aligned with EPI systems
  • Develop a practical CSO manual/toolkit (not overly academic or training-heavy)
  • Facilitate consultations with stakeholders (FDI, partners, CSOs) for alignment
  • Lead validation workshops and incorporate feedback
  • Support formal endorsement processes
  • Develop focused ToT/orientation packages (only as needed for rollout—not over-engineered)
  • Support initial rollout and documentation of feedback

Deliverables:

  1. Inception Report (workplan, methodology, stakeholder mapping)
  2. Education Sector Package:
    • SOPs and implementation guidelines
    • School engagement framework
    • Defined roles and responsibilities
  3. CSO Package:
    • Revised and standardized CSO manual/toolkit
    • CSO engagement framework
  4. Validation & Consultation Outputs:
    • Consultation summaries
    • Revised drafts incorporating feedback
  5. Final Endorsed Materials:
    • SOPs and guidelines (education sector)
    • CSO manuals and frameworks
  6. Orientation/ToT Packages:
    • Facilitator guides
    • Session plans (lean, practical)
  7. Final Report:
    • Process documentation
    • Key learnings
    • Recommendations for scale-up

Work Modality:

  • Hybrid (remote + in-person)
  • Travel to provinces required for consultations and validation workshops

Jhpiego will provide:

  • Background documents and existing materials
  • Coordination with Federal Directorate of Immunization and partners
  • Logistical support for key meetings/workshops

Reporting Line:

  • The consultant will report to Jhpiego’s Project Lead
  • Will work closely with:
    • Federal Directorate of Immunization
    • Provincial EPIs
    • UNICEF, World Health Organization, Mannion Daniels
    • CSOs
    • Education Sector

Required Qualifications and Skills:

  • Advanced degree in Public Health, Health Policy, Social Sciences, Education, or related field
  • Minimum 8–10 years of relevant experience (increased from junior level)
  • Demonstrated experience in:
  • SOP/guideline/policy development
  • Health systems strengthening and immunization
  • Education sector or school health engagement
  • CSO/community systems engagement
  • Experience working with government systems in Pakistan (strongly preferred)
  • Proven experience in facilitating multi-stakeholder consultations
  • Strong writing and institutionalization experience (not just training delivery)
