The CR/WASH Project Officer will be responsible for monitoring the project planning and implementation by the partner. The Project Officer will serve as the focal point for coordinating support to the implementing partner and for following up on monitoring findings and feedback. The Project Officer will ensure that the implementing partner adheres to the requirements specified in the project’s Results Framework, proposal, and work plan. This role includes ensuring timely reporting of issues to the Project Coordinator and facilitating their resolution.
1. AREAS OF RESPONSIBILITY
- Provide technical advice to programme Coordinator / Manager in programme planning, Implementation, quality assurance, programme and project budget management, partner management and evaluation in line with organization’s country and global policies and strategic plans.
- Ensure quality implementation of the projects, as well as management of the teams and relationship building with implementing partners.
- Provide strategic, thematic and operational guidance to the partners for smooth implementation of the projects and achieving the results in stipulated time frame and budgeted resources.
- Develop new concepts and design new projects in consultation with the technical staff at country office, Head office and partners which contribute to NCA’s overall impact in Pakistan.
- Capacity building of implementing partners on thematic and operational areas.
- Provide strategic advice on programme innovation to further enhance profile of relevant thematic programme in Pakistan.
- Strengthen coordination among partners and build synergies through integration of programme components and create a technical support system for partners within NCA’s strategic priorities
2. MAIN TASKS
- Contributes in development and implementation of thematic strategy for country office and head office.
- Strengthen networking and coordination with relevant structures, CSO’s INGOs and Government Departments, including relationships building with religious leaders of diverse faith.
- Conceptualize, design and write project’s concept notes and proposals for fundraising to international funding partners.
- Assess and review new partner proposals and finalize partner agreements.
- Facilitate and guide partners in developing training manuals, policy briefs and other research material developed to support advocacy work within NCA’s programme’s frameworks.
- Quality implementation of planned project interventions and measure its effectiveness and relevance in accordance with country strategic results framework.
- Guide partners in identification of areas and strategies for needed modifications in existing project plans to improve partners performance.
- Identify needs of capacity building among partners staff for effective and efficient project management and design and deliver training workshops for partners staff on relevant themes and competencies.
- Act as thematic specialist during project activities organized by partners and deliver training sessions.
- Conduct context analysis through reflective session with partners from time to time for the country team and HO to make informed decision and develop qualified response to the emerging situations capable to impact NCA’s programme and document best practices, results and lessons learnt from different projects.
- Conduct monitoring of projects in the portfolio through frequent field visits to assess the progress of partners projects and provide technical support and advice to partners.
- Support partners in coordinating project-specific advocacy and media initiative, facilitating the developments of joint advocacy and media strategies as the need be.
- In close cooperation with programme Coordinator and Finance Manager, prepare and submit progress and financial reports according to deadlines and reporting formats provided by back-donors.
- Work on Enterprise Resource Planning (ERP) tools like Maconomy and 360 for project management support.
3. OTHER DUTIES / FUNCTIONS ASSIGNED TO THE POSTION
- Coordination with other department (Operations / Finance) teams.
- Assist in developing of policies in line with programme/area of work (gender sensitization, conflict sensitivity, accountability / HAP) for improved organization culture.
- Compliance with NCA Security routines, regulation and SOPs.
- Any other task to contribute in programmes assigned by the management.
- Available to travel to the field for 40% of time on short notice.
Qualification & Experience

Bachelor’s degree in Civil Engineering, Environmental Science, WASH-related discipline

5–7 years of professional experience in development and/or humanitarian sectors.

Minimum of 3 years of experience in the capacity of Project Officer with a reputable NGO, UN agency, or donor organization.

Proven experience in donor reporting and compliance assurance.

Experience in partner management, coordination, and monitoring.

Demonstrated experience in concept note and proposal writing.

Proven experience in budget development; experience with institutional donors will be an added advantage.

Strong experience with management information systems (MIS) and digital tools.

Proven experience in reporting to institutional donors.

Excellent interpersonal and communication skills.
