                                Terms of Reference for Engaging Consultant/ Firm for GBViE Training

Background

Gender plays a critical role in disaster planning and management. Deep-rooted socioeconomic and cultural inequalities often result in women being overlooked or marginalized during disaster response and relief efforts. Factors such as limited education, restricted access to healthcare, economic dependency, and traditional family structures increase women’s vulnerability. In a predominantly patriarchal society, women are often confined to the home and lack access to training and information needed to cope with disasters. As a result, they are disproportionately affected and face heightened risks of gender-based violence, exploitation, and harmful practices such as child marriage in the aftermath of disasters.

In emergency contexts across Khyber Pakhtunkhwa (KP), Punjab, and Sindh, women, girls, and other at‑risk groups face heightened protection risks due to displacement, climate shocks, infrastructure damage, and disrupted services. Effective and ethical Rapid Gender Needs Assessments (RGNA) are critical to inform timely, context‑relevant, and survivor‑centered humanitarian responses.

An INGO seeks to engage a qualified consultant to design and deliver a 5‑day training for partner staff from GBV and CR‑WASH programmes, anchored in the IASC Guidelines for Integrating Gender-Based Violence Interventions in Humanitarian Action, with particular emphasis on GBViE Foundation Standards, ethical data collection, and focusing on how to address the peculiar needs of adolescent girls and women of reproductive age.

Purpose of the Consultancy

The purpose of this consultancy is to enhance the capacity of partner staff to design, conduct, analyze, and apply Rapid Gender Needs Assessments in emergency contexts, while ensuring full compliance with IASC GBViE Foundation Standards, survivor‑centered principles, and ethical safeguards.

Objectives

The specific objectives of the consultancy are to:

  1. Strengthen participants’ understanding of GBV in Emergencies (GBViE) and its relevance across sectors, including CR‑WASH.
  2. Build practical skills to conduct rapid, ethical, and safe gender needs assessments in emergency contexts.
  3. Enhance knowledge and application of IASC GBViE Foundation Standards, particularly coordination, participation, safety, and accountability.
  4. Improve participants’ ability to use assessment (factoring in specific gender needs) findings to inform emergency programme design, adaptation, and advocacy in KP, Punjab, and Sindh.
  5. Promote integrated, conflict‑sensitive, and do‑no‑harm approaches in data collection and programme planning.

 

 Scope of Work

A. Training Design

The consultant will:

  • Develop a comprehensive 5‑day training curriculum on Rapid Gender Needs Assessment in Emergencies, aligned with:
    • Minimum Initial Service Package
    • IASC GBV Guidelines
    • GBViE Foundation Standards
    • Survivor‑centered and ethical data collection principles
  • Contextualize the training to humanitarian, climate, and displacement realities in KP, Punjab, and Sindh.
  • Design participatory adult-learning methodologies, including case studies, simulations, group work, role plays, and scenario-based exercises relevant to GBV and CR‑WASH programming.
  • Integrate a strong practical and hands-on component on RGNA, including:
    • Rapid gender analysis tools
    • Ethical and safe data collection checklists
    • Referral pathways and risk mitigation considerations
    • Sector‑specific examples (especially GBV–WASH linkages)
  • Develop all training materials, including:
    • Facilitator guide
    • Participant manual
    • PowerPoint presentations
    • Practical exercises, templates, and assessment tools

B. Training Delivery

The consultant will:

  • Deliver a 5‑day in‑person for partner staff working in GBV and CR‑WASH programmes.
  • Facilitate interactive and inclusive learning sessions, ensuring a respectful, safe, and non‑triggering learning environment.
  • Guide participants through practical exercises on:
    • Rapid gender analysis in emergency contexts
    • Safe, ethical, and survivor‑centered information collection
    • Data analysis and interpretation
    • Use of findings for emergency programme design, risk mitigation, and coordination

C. Evaluation and Reporting

The consultant will:

  • Develop and administer pre‑ and post‑training assessments to measure knowledge and skills acquisition.
  • Collect participant feedback and document key lessons learned.
  • Produce a brief training report summarizing objectives achieved, key outcomes, challenges, and recommendations for future capacity building.

Expected Deliverables

The consultant will deliver:

  1. A finalized 5‑day training curriculum and agenda.
  2. Complete training package, including:
    • Facilitator guide
    • Participant workbook
    • Presentations
    • Practical tools and exercises
  3. Delivery of the 5‑day training.
  4. Pre‑ and post‑training evaluation tools and summarized results.
  5. A final consultancy report.

6. Duration and Level of Effort

The consultancy is expected to require approximately 40 working days, including:

  • Training design and preparation
  • Training delivery (5 days)
  • Evaluation and reporting

The assignment is expected to be completed within 40 days.

Consultant Qualifications and Experience

The consultant should possess:

  • An advanced degree in Gender Studies, Social Sciences, International Development, or a related field
  • At least 7–10 years of experience in GBV and CRWASH programming in humanitarian or emergency settings
  • Demonstrated experience in designing and delivering GBViE and RGNA trainings.
  • Strong expertise in Rapid Gender Analysis / Rapid Gender Needs Assessment.
  • Proven facilitation skills using adult learning methodologies.
  • In‑depth knowledge of IASC GBV Guidelines, GBViE Foundation Standards, survivor‑centered and ethical approaches.
  • Experience working in Pakistan, particularly KP, Punjab, and Sindh, is a strong asset.

Reporting and Coordination

The consultant will report to Programme Coordinator and work closely with the members of the Steering Committee. All deliverables will be reviewed and approved upon satisfactory completion.

 Payment Schedule

Payment will be made upon satisfactory completion of agreed deliverables, in accordance with the approved payment schedule and subject to submission and acceptance of all outputs.
