Purpose

The GBV Coordinator provides overall strategic leadership, technical oversight, and accountability for Inspire Pakistan’s GBV prevention and response programming across all locations.

 

The role ensures that GBV services are delivered in a survivor-centred, ethical, confidential, and compliant manner, in line with UNHCR GBV Guidelines, national SOPs, and organisational policies, while strengthening systems, staff capacity, partnerships, and programme quality.

Key Responsibilities

Strategic Leadership & Programme Oversight

  • Provide overall technical leadership and strategic direction for the GBV programme across Head Office and all field locations.
  • Ensure alignment of GBV programming with UNHCR GBV Guidelines, national SOPs, donor requirements, and organisational policies.
  • Lead development, adaptation, and roll-out of GBV strategies, tools, SOPs, and guidance notes.
  • Identify emerging GBV trends, risks, and contextual challenges and guide programme adaptation accordingly.

Supervision & Coordination

  • Provide direct supervision and technical oversight to the GBV Case Management Officer, GBV MHPSS Officer, and GBV Field Supervisors.
  • Ensure clarity of roles, responsibilities, and accountability within the GBV pillar.
  • Convene regular coordination and review meetings to monitor progress, challenges, and quality of implementation.
  • Escalate critical issues, high-risk cases, and strategic decisions to the Programme Manager.

GBV Case Management Quality & Risk Oversight

  • Oversee the quality and safety of GBV case management services across all locations.
  • Provide guidance on complex, high-risk, or sensitive cases and approve critical decisions related to survivor safety and referrals.
  • Ensure survivor-centred principles, informed consent, confidentiality, and Do No Harm are upheld at all stages of service delivery.
  • Monitor workload distribution and caseload management to prevent staff burnout and secondary trauma.

Coordination, Representation & Partnerships

  • Lead coordination with UNHCR, government counterparts, and GBV coordination mechanisms as delegated.
  • Strengthen referral pathways and partnerships with health, legal, shelter, MHPSS, and protection actors.
  • Represent Inspire Pakistan in GBV-related forums, meetings, and technical discussions as assigned.

Reporting, Learning & Compliance

  • Draft, review and validate GBV-related reports, analyses, and trends prior to submission.
  • Ensure compliance with safeguarding, PSEA, data protection, and ethical standards across the GBV programme.
  • Promote learning, documentation of best practices, and continuous improvement within the GBV pillar.

Other Duties

  • Perform any other duties related to the position, as reasonably assigned by the Supervisor, in line with organisational policies and operational requirements.

Qualifications & Experience

  • Preferably Master’s degree in Sociology, Development Studies, Gender Studies, Social Work, Psychology, Public Health, or related field
  • Preferably Minimum 3-5 years of experience in GBV programming
  • Strong knowledge of UNHCR GBV frameworks and survivor-centred approaches
