JOB PURPOSE

The HR Officer will support the Human Resource function in delivering efficient, compliant, and people-centered HR services across AGAHE's programs. The role covers recruitment support, personnel records management, HR policy implementation, Payroll process and coordination on employee relations, performance, and exit processes, contributing to a fair, safe, and well-governed working environment consistent with AGAHE's mandate.

KEY RESPONSIBILITIES

  • Manage end-to-end recruitment, selection, and onboarding in line with AGAHE and donor requirements.
  • Maintain accurate, confidential personnel records, HRIS, contracts, and statutory documentation.
  • Manage attendance, leave, timesheets, and coordinate payroll inputs with Finance as per AGAHE HRMIS.
  • Support implementation and review of HR policies in line with labour laws and donor compliance standards in Pakistan.
  • Coordinate performance management, probation reviews, appraisals, and staff development in aligned with AGAHE HR policy.
  • Support staff capacity-building, training, and professional development initiatives and explore potential partnership with training institutes.
  • Handle staff HR queries, grievances, disciplinary matters, and workplace issues confidentially and fairly.
  • Coordinate staff separation, clearance, handover, final settlement, and exit processes as per AGAHE HR policy.
  • Ensure compliance with Safeguarding, PSEA, Code of Conduct, and other organizational standards.
  • Provide timely HR reports and documentation for management, audits, and donor requirements.
  • Support HR planning and staffing for projects, including recruitment against project budgets and timelines.
  • Perform other HR and administrative responsibilities assigned by the supervisor.

QUALIFICATION & EXPERIENCE

  • Master's degree in Human Resource Management (HRM) from a recognized university (mandatory).
  • 2–3 years of relevant professional experience in HR management, gained either in the development sector (NGO/INGO) or in a reputable corporate organization.
  • Sound understanding of HR functions including recruitment, personnel records management, performance management, and labor law compliance.
  • Working knowledge of Pakistan labor laws and, preferably, donor compliance requirements applicable to the NGO sector in Pakistan.

SKILLS & COMPETENCIES

  • Strong interpersonal, communication, and coordination skills.
  • High level of confidentiality, integrity, and professional ethics.
  • Proficiency in MS Office (Word, Excel, PowerPoint) and familiarity with HR information systems/databases.
  • Ability to multitask, prioritize, and work effectively under deadlines.
  • Sensitivity to gender, diversity, and safeguarding principles, consistent with AGAHE's mandate.
