Project Background

Aiming Change for Tomorrow (ACT) International, in partnership with UNICEF Punjab and in coordination with BISP/Benazir Nashonuma Programme (BNP), the Punjab Department of Health, Lady Health Worker Programme and relevant district stakeholders, will implement BNP 3.0 across ten districts of Punjab.

The programme aims to improve maternal, child and adolescent nutrition and strengthen gender-responsive nutrition and social protection systems among BISP beneficiary households. Activities will be delivered through existing BNP Facilitation Centres, Support Centres and community structures.

The programme will focus on Social and Behaviour Change (SBC), maternal and child nutrition, Early Childhood Development (ECD), parenting and nurturing care, community engagement, counselling, referrals, follow-up, youth engagement and capacity development. Staff will work closely with communities and stakeholders to support awareness, mobilization, referrals and beneficiary engagement.

All staff are expected to uphold ACT, UNICEF, BISP/BNP and Government of Punjab policies and standards, including gender equality, disability inclusion, safeguarding, PSEA, child protection, confidentiality, accountability to affected populations and responsible data management. Staff will perform only approved non-clinical roles and will not diagnose, prescribe, treat or provide clinical services.

Job Purpose

The Regional SBC Coordinator will lead the planning, coordination, supervision and quality implementation of BNP 3.0 activities within the assigned region. The position will supervise field teams, coordinate with relevant stakeholders, monitor programme progress, support community engagement and ensure quality delivery of Social and Behaviour Change (SBC), nutrition, ECD, parenting and referral activities.

Key Responsibilities

  • Develop regional workplans, activity schedules, supervision plans and field deployment arrangements.
  • Coordinate implementation of programme activities across assigned districts, Facilitation Centres (FCs) and community catchment areas.
  • Supervise and provide technical and performance support to Senior NDF Officers and NDF Officers.
  • Conduct regular field visits, coaching sessions and supportive supervision to ensure quality programme delivery.
  • Monitor staff performance, attendance, deployment, activity records and achievement against targets.
  • Ensure quality delivery of SBC, maternal nutrition, MIYCN, ECD, parenting and nurturing-care activities.
  • Ensure field teams provide accurate and approved messages on maternal nutrition, MMS, breastfeeding, complementary feeding, responsive feeding and early childhood development.
  • Support appropriate referral and follow-up for nutrition-related risks, developmental concerns and other identified vulnerabilities.
  • Support the establishment and functioning of Mother Support Groups and Father Support Groups.
  • Oversee community sessions, household engagement, group counselling, cooking demonstrations and other approved outreach activities.
  • Coordinate approved community campaigns, mobile information activities, interactive theatre and other engagement platforms.
  • Promote meaningful participation of fathers, mothers-in-law, grandmothers, youth and other relevant household and community influencers.
  • Maintain effective coordination with BISP/BNP officials, government departments, health workers, FC/SC staff and other relevant stakeholders.
  • Coordinate with MEAL teams on monitoring, data-quality assessments, beneficiary verification and programme reviews.
  • Review field data and records for completeness, accuracy, consistency and timely reporting.
  • Prepare regional progress reports, field-visit reports, activity updates and management inputs.
  • Document achievements, challenges, risks, community feedback, lessons learned and good practices.
  • Ensure programme activities are gender-responsive, inclusive and accessible to women, adolescents, persons with disabilities and underserved groups.
  • Ensure field teams comply with safeguarding, PSEA, child-protection, confidentiality and accountability requirements.
  • Ensure beneficiaries are informed about available feedback and complaints mechanisms.
  • Immediately report safeguarding, protection or serious accountability concerns through established ACT procedures.

Required Qualifications & Experience

  • Master’s degree in Social Sciences, Nutrition, Public Health, Social and Behaviour Change, Development Studies or a related field.
  • At least 5–7 years of relevant professional experience in SBC, nutrition, health, social protection or development programmes.
  • Demonstrated experience in supervising field teams and coordinating activities across multiple districts or locations.
  • Experience working with government departments, frontline workers, community structures and local stakeholders.
  • Experience in planning, monitoring and reporting community-based interventions.
  • Experience with donor-funded development or humanitarian programmes will be an advantage.
  • Additional training or experience in SBC, nutrition, ECD, community mobilization or programme management will be an advantage.
