Job Summary:

The Project Officer - Humanitarian will be responsible for supporting the strategic humanitarian response including leading the strategic communication and reporting for the humanitarian response projects. Strong experience in humanitarian response is a key component. This role requires close coordination with field teams, partners, and key stakeholders to ensure the timely and accurate implementation and alongside regular flow of information. This position demands strong analytical skills, attention to detail, and excellent communication abilities. The successful candidate will be instrumental in rolling out timely and effective humanitarian response and preparedness actions and reporting.

The position will be based at CARE Country Office Islamabad with frequent travel to the field.

Job Responsibilities and Tasks 

1- Implementation and Coordination: (60% of time)

- Emergency Response: Support timely and effective implementation of humanitarian response activities, adapting quickly to the fast-paced nature of emergencies.
- Partnerships: Engage, orient and support partners for implementation of response activities. Facilitate preparation and approval of partnership documents aligned with emergency priorities.
- Field Monitoring: Visit and monitor activities carried out by partners for guidance, validation and verification.
- Procurement & Logistics: Raise requisitions and coordinate with procurement/logistics to ensure rapid delivery of goods and services.
- Planning & Coordination: Maintain an emergency activity calendar and coordinate with teams and stakeholders for smooth implementation.
- Coordination: Coordinate between different internal department to ensure smooth running of operations
- Synergy & Collaboration: Build strong linkages among CARE teams, partners, clusters, and government for coordinated action.

2- Reporting and Information Management: (25% of time)

- Data Collection & Analysis: Coordinate with field teams and partners to collect, verify, and synthesize data that informs program implementation and feeds into donor/government reporting.
- Stakeholder Reporting: Draft and compile accurate and timely progress reports for donors,coordination bodies/ clusters, government, and internal stakeholders, highlighting key achievements and challenges in program delivery for Project Managers's review and finalization.
- Implementation Tracking: Maintain and update activity and output trackers, ensuring alignment with project plans and minimum preparedness actions.
- Reporting Timelines: Manage a reporting matrix to ensure the program team meets internal and external deadlines including 5W matrix reporting to clusters.
- Documentation & Compliance: Ensure all program implementation records, tools, and reports comply with CARE standards and donor requirements.
- Learning & Adaptation: Collaborate with MEAL to document lessons learned, facilitate learning workshops, and recommend program adjustments.
- Field Support: Conduct regular field visits to monitor activities, provide implementation support, capture best practices, and document success stories.

3- Communications: (10% of time)

- Communication & Visibility: Facilitate and ensure the preparation and design of communication materials, ensuring alignment with donor visibility requirements and CARE’s branding guidelines.
- Storytelling & Documentation: Capture and develop success stories, case studies, and best practices through field visits and ongoing program documentation.
- Dissemination & Outreach: Produce and share reports, presentations, social media content, and outreach products to keep internal and external stakeholders informed.
- Collaboration: Work closely with the communications team to develop situation reports, brochures, one-pagers, and other knowledge products.

Other responsibilities as assigned: (05% of time)

  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.

 A) Qualifications (Know How)

  • A University Degree in social sciences/ Bachelor's degree (or equivalent) in social sciences, and/or related field. Preference will be given to Master’s degree.

B) Experience/ Technical Skills 

  • • Minimum 3-5 year of experience with 2 years experience in emergency response or humanitarian assistance at Country office level.
    • Experience working on multiple stages/phases of the project cycle including one or more of the following: design, delivery, reporting, evaluation.
    • Experience supporting implementation of development, resilience, humanitarian or nexus programs, including a portion of this experience gained in the Global South.
    • Excellent written communication skills and the ability to produce quality communication materials.
    • Previous experience working specifically within a humanitarian crisis or emergency context, and an understanding of the related realities and challenges.
    • Experience and willingness to travel to and work in complex and/or insecure environments.
    • Fluency in written and spoken English and Urdu.
    • Excellent computer skills (MS office) and proficiency in use of spreadsheets and data handling.
