Background Information/Context:

Pakistan is among the countries most vulnerable to climate change and climate-induced disasters. Floods, droughts, heatwaves, extreme weather events and environmental degradation increasingly disrupt education systems, damage school infrastructure, affect teaching and learning, and disproportionately impact vulnerable children, especially girls, children with disabilities, and marginalized communities. Through the Climate Smart Education Systems Initiative (CSESI), implemented by Save the Children, UNESCO and partners, a scoping mission was undertaken to assess the status of climate-smart education systems in Pakistan. Findings identified limited coordination between the education sector and climate-related institutions across Punjab, Sindh, Khyber Pakhtunkhwa (KP), and Balochistan. Existing platforms such as Local Education Groups (LEGs), Education in Emergencies (EiE) Working Groups, Disaster Risk Reduction Working Groups (DRR-WGs), Provincial Disaster Management Authorities (PDMAs), Environmental Protection Agencies (EPAs), and climate change departments operate largely independently, with limited institutional mechanisms connecting climate action and education planning. In Balochistan, the proposed Balochistan Climate Change Coordination Committee (B4C) does not currently include representation from the education sector despite strong opportunities for Terms of Reference (ToR) Inter and cross sectoral coordination - CSESI collaboration. Similar coordination gaps between climate change mechanisms and education actors exist in Punjab, Sindh, and KP. Education departments generally lack designated focal points for climate change and climate resilience programming. To address these challenges, Save the Children seeks to commission a consultancy to conduct a comprehensive scoping study and develop a practical coordination framework for strengthening internal and cross-sectoral coordination between education, climate change, disaster risk management, environment, planning, and related sectors under the Climate-Smart Education Systems Initiative. A Gender Equality, Disability and Social Inclusion (GEDSI) lens will be applied throughout the assignment.
